Managers are not leaders because management is mainly responsible for developing policies and procedures for how the company should run in order to reach their goals. Leaders are more concerned with the people in the company. Where the leader is coming up with new ideas and staying on top of trends, the manager is concerned with the bottom line.  Managers are not leaders because they are focusing on short term goals where leaders focus on long term goals of the company.

Managers, are NOT leaders and the many reasons for why managers are not leaders are clear. Leaders focus on leading people to create change. Managers focus on managing work to create stability. Leaders have followers unlike managers who have subordinates and in the face of change, leaders will be proactive and managers reactive.
