Identify funding mechanisms that can help sustain the LCD, through the use of placed-based alternative financing mechanisms, such as Opportunity Zones, HUBZones, Enhanced Infrastructure Financing Districts (EIFDs), Business Improvement Districts (BIDs). Also research and provide a list of possible private funding sources for this effort. For example, are their grants and other sources of funds from philanthropic institutions, cultural organizations, banks, etc. that can help fund parts or all of these project? In addition, I want you to think of how Opportunity Zones, HUBZones, etc. can be included in the target area, and how that ultimately influenced your reasoning for selecting the LCD boundaries that you did. You also have to explain why you picked those boundaries, and how you think it also makes a potential case for having Centro CHA push to have the LCD boundaries because city-led Economic Empowerment Zones.
