You work as an analyst for the City of New York, tasked with improving the health and wellbeing of New Yorkers. The City is organized into several agencies, each focusing on a different dimension of health/wellbeing. Next Monday your supervisor will meet with City leadership in order to discuss the City’s agenda for the upcoming year. Your supervisor would like to present evidence-based recommendations to leadership based on results from the U.S. Census Bureau.

Your supervisor has asked for the following deliverables to be submitted by 11:59pm on Saturday, June 10th [though, of course, in practice, the deadline would likely be mid-week COB]:

  • A background memo of 3 full, single-spaced pages of text addressing the research question (exclusive of tables, charts, bibliography/reference page, and appendices). The purpose of this memo is to serve as a backgrounder to your supervisor, who will present this evidence to leadership on Monday.   • Three power point slides with visuals. The power point slides will be included in the
  • overall presentation to leadership. [10 points]

  • Bullet Points/talking points to accompany power point slides. Accompanying bullet
  • points/talking points should appear on a separate sheet of paper in the appendix to the

    memo, regardless of whether or not they appear in the presentation. [10 points]

    Final deliverables should be submitted electronically as two documents: a word document with

    the memo, tables, charts, bibliography/reference page, and appendices, including the

    bullet/talking points to accompany the power point slides; and a power point file. The word

    document should be called “LASTNAME FIRSTNAME” and the power point document should

    be called “LASTNAME FIRSTNAME”.

    You also need to submit your R script and calculations (how you got your numbers and

    figures) along with your data set.

    Research Question:

    The City is interested in learning if self-employed (not incorporated) workers are at higher

    risk of poverty than wage workers in NYC [look at just 2020]. Use the Current Population

    Survey (https://cps.ipums.org/cps/index.shtml) to examine whether poverty rates differ

    depending on whether a worker is self-employed or a wage worker and include an

    explanation for why differences (if any) exist. Results from the study will be used to inform

    services for independent contractors and other self-employed workers. To make sure that

    resources are optimally allocated, look into underlying demographic trends (e.g., younger v.

    older residents).

    Some guidelines for your memo:

  • The memo should be addressed to a general audience of policy makers. In other words,
  • assume your supervisor is educated but not necessarily trained in advanced statistical

    techniques.

  • Assume your supervisor is interested in learning some basic information about the data
  • set and measures.

  • Do not include a table or chart in the appendix unless it is specifically referenced in the
  • text.

  • Tables and Charts should be presentation-quality and well labeled.
  • If applicable, citation information for outside sources should appear in a bibliography in
  • the appendix.

  • This is an electronic document, so feel free to use color in any of the deliverables.
  • The best memos will:

  • Provide an answer to the question posed
  • Be clearly and concisely written
  • Be persuasive and rely on evidence-based claims
  • Anticipate and address at least two potential criticisms
  • Include a discussion of at least one limitation of your findings
  • Be free of technical jargon that the target audience would not understand
  • Include presentation-quality visuals
  • Adhere to guidelines on length
  • Provide appendices that are easy to follow, legible, and compact
  • Be accompanied by demonstrative visuals and associated talking point
