Like many cities around the nation, we are dealing with the issue of high homelessness. Cities are dealing with how to address the rise in the transient population. The ethical issue that city leaders are having to face is the policy on where the homeless population can reside and what resources are going to be provided to assist those in need of basic provisions like food, sanitary items, Clothing, and shelter as well as how to deal with the mental health component affecting many of the homeless choosing to live on the streets. When looking at the American Society for Public Administration’s code of ethics (2015), the code addressing social equity needs to be applied when determining the policy and means to attempt to address the homeless issue. The code state that all people need to be treated with fairness, justice and equality. The social equity code further states that the individual differences, rights and freedoms need to be respected (American Society for Public Administration, 2015). The code applies because we do not know all the circumstances the lead to an individual’s homeless situation. We need respect their rights and be fair in our solutions on how to address the situation.
