Part 2 –Application Question

Some will see this Venn diagram and note all of the great powers (UK, US, Russia, China and France – the Permanent 5 of the UN Security Council) are part of this organization called the Arctic Council. They will conclude conflict among the states in the Arctic is inevitable. Other theorists will note that the 13 states, which are all observers of the Arctic Council, are also members of other organizations like the European Union, the UN, NATO and all but the US are party to the UN Convention on the Laws of the Sea. All of these international organizations and internal legal bodies will help ensure rules are followed. Which argument do you support and why? Use the language of IR theory to justify your answer. You do NOT need to know anything about the Arctic Council. Simply use the evidence presented in this chart as is.
