For all specific facts you include, provide citations. For example, if you suggest that certain numbers of people will be
affected in certain ways, or the policy will save or cost a certain amount of money (even
estimates), provide citations. The policy may be enacted or proposed legislation (e.g., already
introduced into the legislature but not passed); an executive order; or a proposal by a politician,
political party, or advocacy organization. This assignment is written as if the policy is proposed,
but you may be analyzing an existing policy. Attach a copy of the policy or the proposed policy.
For legislative policy, the policy may be an entire piece of legislation, but may also be only the
section of the bill you are analyzing. For a complex policy, a portion of the full policy may be
sufficient. Consult the professor as needed on this.
Each student must write at least 2.5 pages and will be graded on his or her portion and partially
on the paper as a whole. Each section must have the author identified on the line with the section
title. The sections below will not all involve equal amounts of work, so the number of sections
done by students may vary and still result in an equitable workload. Before assigning the writing
of the sections, consider how you will divide up the research (finding the policy, web sites,
articles, local experts, etc.) in balancing workloads. Many research sources (e.g., the policy,
think tanks, other reports) will address multiple sections of the paper. Divide the sections among
group members in a way that seems fair, once you have had some discussion regarding how
much work will be involved for each.
Each paper must be typed and double-spaced, with numbered pages. Use 1″ margins on all sides
and use Times New Roman 12 pt. font size. Use APA format regarding any style criteria in
the text and references. Remember to cite all key facts and opinions in the text and ensure
that all of these are included in the References section of the paper. The full APA manual is

Organize your paper using the section headings below. After meeting with the instructor
concerning your topic and focus, changes may be made to the final sections for your paper. Use
these headings in your paper, with the author of that section on the same line as the section
heading. Assume that your audience is a policy maker, or an individual interested in social policy
who may want to impact the policy-making process or public opinion.
