Overview – FEMA Whole Community

Several years ago FEMA began to emphasize the need for the entire community

impacted by a disaster to come together in response to a disaster. The three

overriding principles are: 1. Understand and meet the actual needs of the whole

community; 2. Engage and empower all parts of the community; 3. Strengthen

what works well in communities on a daily basis. This week we will review the

document as it applies to the planning aspect of emergency management.

Discussion will include personal, local, governmental, healthcare, family,

municipal and non-governmental aspects of community preparedness, response

and recovery.

Everyone in this class has already chosen a city for week 3 and may continue

with that city. You may also choose one from the list below if you’d prefer. There

is an Excel template for you to use for the Whole Community review. It includes

all the areas you should include.
