4) Provide recommendations based on your research. What are the pros and
cons of the policy? Are your recommendations or suggestions feasible?
What are the predictable outcomes?
5) Address—and when appropriate rebut—counterarguments, caveats,
alternative interpretations, and reservations to your findings or
recommendations.
