Assume the role of the security manager for the Cardinals Stadium. As the manager, you must prepare for an upcoming football event where more than 60,000 fans will be on hand.

Calculate the risk for each threat and identify existing countermeasures.

Write a 1,400- to 1,750-word proposal that assesses the current vulnerability of the critical asset. Consider the threats identified, the calculated risk, assailant objectives and deployment capabilities. Based on current countermeasures, determine if the vulnerability is reasonable and offer additional countermeasures to mitigate the risk.

Format your paper consistent with APA guidelines, and include the University of Phoenix Material: Appendix A as an appendix.

This week’s assignment is a bit complex and I wanted to give you a bit more guidance. For those in the Intelligence Community, you know in order to assess risk, you must be able to quantitatively measure risk. This allows decision makers to better understand the potential risk and decide on what counter action to take to mitigate the risk. It is important to note, it is IMPOSSIBLE to eliminate risk–to do so would result in complacency.

Understanding many intelligence agencies assess risk differently, the Department of Homeland Security and FEMA provide National Standards to emergency response under the National Incident Management System (NIMS). So for the purpose of this class, we can use the FEMA standard to assess risk.

This is a very long document, but I’d like to see students apply the threat ratings (pg 1-25) and format their assessment using the Scenario Criteria Work Sheet (p 1-27). The paper does not need to be in the form of a chart, but I’d like to see each threat addressed using the Scenario Criteria with the reason why you score the threat consistent with APA formatting guidelines.

The assignment requires you to recommend countermeasures as well, so please include these after each scenario you address. Once you’ve recommended a counter measure, rescore the scenario from the criteria above to demonstrate how you’ve mitigated the risk.

I know this may be a bit thick if you haven’t completed a risk assessment before, but this format will allow you to quantitatively address the scenarios and “show your work” on how you arrived at your assessment.
