Policymakers should consider loosening civil commitment to residential treatment because it provides situations where individual rights can be underprivileged without committing a crime. Expanding civil commitment does not benefit society. According to the Social Welfare Politics and Public Policy it states that at some point “the federal government’s enthusiasm for subsidizing social services was a boon to those states willing to increase the services available to clients. But the costs of social services increased so fast that Congress decided to curb spending” (Di Nitto & Johnson., 2016). Also, the negative effect of expanding civil commitment is that it may subject patients to unnecessary care, resulting in psychological harm or physical harm; this reduces patients’ trust and engagement in healthcare and poor health outcomes. Mandated outpatient treatment should be expanded because it is an effective and ethical method that is helpful to patients who are non-adherent to treatment and those with mental illness. According to the article on mental health Policy “some proposals have split mental health advocates, including encouraging states to make court-ordered outpatient treatment easier to obtain.” (CQ Researcher, 2013). Expanding the services would significantly reduce morbidity and mortality rates. These services reduce victimization, reduce hospitalization, reduce violent behavior among patients, improve follow-up with psychiatric service, and reduce victimization. However, If competent adult patients reject treatment, the doctor should respect their stand. However, in case of an emergency, a psychiatric provider should safely provide involuntary medications provided that they practice professional judgment consistent with current standards and practices. Thus, the benefits of compulsory mental health treatment include; it secures the safety of susceptible individuals, it helps vulnerable individuals to gain control over their lives, it prevents further complications of mental health, it ensures better care, provides effective treatment to mentally vulnerable individuals, prevents suicide, protects the safety, provides chances for diagnosis, and reduces the burden of personal responsibilities to an institution. Mandatory outpatient treatment may result in social abuse, and the elderly patients may be more defenseless. The process may invoke patients to harmful behaviors such as material gain. Also, patients may be inappropriately assessed, thus increasing their vulnerability to control on psychiatric grounds. The effect of being treated involuntarily may affect patients’ behavior afterward.
