Procedure
1. Review the results of the project that you worked with in the previous modules.
2. Assemble the following:
§ Project product or service description.
§ Outsourcing market conditions (types of contractors you will need).
§ Any constraints or assumptions to your project that affect solicitation planning.
1. Assume you examined the cost benefits of a “make or buy” decision and have decided to outsource.
2. Create a procurement management plan to include the following:
§ Best types of contracts for your project.
§ How estimates will be obtained from vendors.
§ Operating procedures between the project team and the contracting office (or procurement office). This will include who initiates the purchase request, which office handles the purchase orders, invoicing, etc.
