This question paper has a total of TWO pages.

- There is ONE section in this paper.
- You are required to answer TWO essay questions out of a choice of four. Each question
will constitute 50% of the total marks. Please type in a MS-Word file. You should
submit the answers via the OLE on or before 6 June 2022 (22:00). Late submission
would not be marked. - On top of the first page of your answer, type your name, student ID, course code and
course title. - MAXIMUM WORD COUNT to EACH question is 1,500 words for the whole
content of your answer including headings, tables, citations, quotes, etc. Please be
aware that the portion of your answer exceeding the prescribed word limit would not
be marked nor counted in the total marks.
Footnotes and bibliography/reference list are not required. If you have directly quoted
anything from the lecture notes/readings/articles/books, you should acknowledge the
source with in-text citation. - Please aim to submit earlier than the designated deadline. Technical problems and other
issues may pop up in the last minute. Late submission will be subjected to
disqualification. It will be taken as absence, not lateness. - Since this assignment is used to replace the original final examination, no extension of
submission will be considered, except for serious illness and critical family incidents
with written official evidences provided. - If you are unable to submit to the OLE, send the file to the lecturer’s email address by
using your HKMU student email. Other email addresses will not be accepted. - This take-home assignment should be YOUR OWN WORK. Please do not collaborate
or discuss your answers with your fellow classmates. Answers found highly similar to
one another will all receive a zero mark.

Questions - Discuss inadequacies of the traditional public administration model. Does the
New Public Management model provide a better model for the management
of the public sector? Why or why not? Support your answer with examples.

explaining why public sector reform was launched before the 1997 handover?
