1. One of the best ways to handle hazard mitigation is to create “Resilient Communities.” Such communities “proactively protect themselves against hazards, build self sufficiency, and become more sustainable.” Using principles identified in the National Mitigation Framework, identify AND describe in detail what steps you would take to make YOUR community “resilient.” (“YOUR community” implies approaching your answer from the perspective of your community so please do not just provide a “generic” answer to this question)

2. Mitigation takes a “whole community” to work. The composition of the “whole community”, as listed in the National Mitigation Framework, includes Local Government, Private Sector, Nongovernmental Organizations, Individuals-Families-and Households, State-Tribal-Territorial-and Insular Area Government, and the Federal Government. IN YOUR OWN WORDS, describe in some detail the roles that each of these entities play in mitigation and cite examples of the ways each might contribute to the effort.

3. “Mitigation reduces the impact of disasters by supporting protection and prevention activities, easing response and speeding recovery to create better prepared and more resilient communities.” The National Mitigation Framework lists four other “mission areas” including prevention, protection, response and recovery that it SUPPORTS. For example, to stop a terrorist, a mitigation step may be to build security barriers into a structure as it is being constructed. However, under the “protection mission area” you would still need security guards to guard those barriers. Using a flooding scenario, identify AND describe in detail how flooding may be mitigated in a community, but also what steps may also be needed under the four other mission areas of prevention, protection, response, and recovery.
