Election Day in some municipalities (and states) took place last week in what we call an off-year election. This is an election that does not coincide with either a presidential or midterm election year. Since we are looking at local government this week, I wanted to take a deeper dive into why there is such low voter turnout in, specifically, local off-year elections.
