For the second paper, you will be asked to articulate a policy recommendation. Consider this as a policy brief that is being submitted to a policy maker. Alternatively, you could also choose to elaborate to a contemporary issue in transportation (emissions, congestion/traffic, and highway infrastructure for ex.) and make a recommendation to address the issue being considered. The recommendations should be precise, clear , concise, who is it being submitted and where is being recommended (city, county, state, national etc). Please use the canvas readings as a starting point for your literature search and it also gives an idea on what websites, journals, research reports and think-tank materials to look into for starters. You must include at least two references from credible sources.
There will be a 5% penalty for late submission per day after the deadline. 4 pages maximum (including all text, references, footnotes, figures, end notes, footnotes etc.), font size 11 at least, single space, single column, 1 inch margin.
