The Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, Supplementing the United Nations Convention against Transnational Organized Crime, also known as the Palermo Protocol was published by the UN General Assembly in November of 2000. “To date, 166 countries have signed on to the United Nation’s anti-trafficking policy. It is simply referred to as the “Palermo Protocol” because it was signed in Palermo, Italy. The policy goal of the project is to build a comprehensive international approach aimed toward ending modern slavery. The Palermo Protocol defines human trafficking, recommends services for victims, and focuses on prevention efforts in source, transit, and destination countries” (as cited in Busch-Armendariz, Nsonwu & Heffron, 2018, p. 32).

- Correlate countries that have not signed the Palermo Protocol with their TIP Report Rankings

Instructions
- Review the rubric to make sure you understand the criteria for earning your grade.
- Read and become familiar with the definition of human trafficking as stated in the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, Supplementing the United Nations Convention against Transnational Organized Crime, also known as the Palermo Protocol. Review the list of countries that have not signed the Palermo Protocol (this information is available in your textbook). Identify one country from the list.
- Conduct an internet search for the most recent version of the annual Trafficking in Persons (TIP) Report. Review the findings related to your chosen country.
- What Tier ranking is it?
- Write a sentence or two about each: prosecution, protection, prevention, recommendations, and trafficking profile.
- Can you identify any issues applying a Tier rating to a country outside of the United States? If so, what are those issues?
- Briefly share a new area of learning related to the US TIP profile and the Palermo Protocol.
- Your initial post is due by the end of the fifth day of the workshop.
- Your postings should also:
- Be well developed by providing clear answers with evidence of critical thinking.
- Add greater depth to the discussion by introducing new ideas.
- Provide clarification to classmates’ questions and provide insight into the discussion.
