1. In Week 2, you narrowed your focus to one public policy issue you would like to see addressed. You developed an initial proposal to determine many of the elements that are a part of the process. This week you will dig in and work on the root of the issue.
   Write a 1,000- to 1,200-word paper in which you discuss the development of your specific public policy plan. In your paper:
   • Create a problem statement.
   • Identify the methodology used to define the problem.
   • Identify your stakeholders and their roles in the success of your plan.
   • Address your stakeholders’ interests in the policy problem.
   • Determine the effect of the problem.
   • Identify the resources and benchmarks required to form a strategy for your plan.
