your memos should be professional. i.e. no grammar errors. no misspellings. it should flow well logically and be written in a business tone (no slang, etc).

WRT to the memo’s, Coon reports to Politico that Biden “likes a concise and thorough briefing paper that clarifies what are the competing concerns, backgrounds, who are the stakeholders, what are the precedents, what are the consequences and then discussing with core advisers and then debating it with outside experts,” Coons said. “He learns at the intersections of reading and debating.” With this in mind, your policy memo’s should strive to be written in a concise and thorough manner.

For the first memo, frame the issue from a common ground perspective. It should be geared toward informing me about the issue, and the many perspectives, at hand. You should not present a particular stance but rather identify the issues surrounding the policy. Note that Biden is overturning many of Trump’s policies. By examining both Trump’s and Biden’s perspectives you are able to understand the the perspectives that surround the issue.
