A topic of frequent discussion is whether Congress has authority to fund charitable programs, including, but not limited to, welfare and social security. Please, using your textbook material:
A. explain how the authors of your textbook would respond to the question of whether it is constitutional for Congress to expend public monies for these purposes. Be sure to mention what clauses of the Constitution Congress might use to argue that it has such authority and to specifically state the reasons why Congress constitutionally has or does not have such authority; and
B. explain, separate from the constitutional question, the biblical issues that are implicated when government taxes citizens to fund such public charitable programs; and
C. explain, whether or not you are in agreement with the authors’ position and be sure to provide cited authority to inform your position. (In other words, your position should not be based on personal opinion alone.)
