• Immigrant Victim Protections: Victims have special needs that you must recognize and attempt to meet in order for them to stabilize. Some victims are more vulnerable than others. The legal definition of “vulnerable victim” is any person who is particularly susceptible due to age, mental or physical disorder, or any other condition that makes them more susceptible to the criminal element. immigrant crime victims fall into this last category.
