Recent evolutions in Chinese–Russian relations have been hailed as strategic by some, while others view the relationship as an attempt to intimidate the U.S. and its allies. Regardless of your perspective, ODNI assesses that China and Russia will seek spheres of influence and check U.S. appeal and influence in their respective peripheries. Additionally, growing uncertainty among U.S. allies and partners about the willingness and capability of the United States to maintain its international commitments may drive them to consider reorienting their policies, particularly regarding trade, away from Washington.
