Incident Action Plan
This analysis exercise is Part 3 of a three-part course project. In this course project, you will:
- Select a terrorist organization and describe it in terms of mission, make-up, targets, and tactics.
- Write an intelligence brief indicating the potential threat and possible next targets of your selected terrorist organization.
- Write a response plan to a hypothetical attack carried out by the terrorist group.
Please write a completed Incident Action Plan (12 point font, 4–6 pages) using the following template as a guide. You may use the template provided you may create an original one.
First choose a scenario:
Assume that the terrorist organization you selected in your part one
of the three part assignment carried out an attack. Choose one of the
scenarios below that would be most likely for the terrorist organization
you selected:
- A terror cell located in Wichita, Kansas planted a pipe bomb near a
National Guard base. They set the bomb to go off at the same time as an
impending tornado hit the area. - A group of terrorists stormed a hospital and before security and law
enforcement was able to control the situation, the group managed to
sabotage key medical machines, destroy the medicine stocks, hold several
physicians hostage, and create an atmosphere of panic among the
hospital staff and patients. - A truck carrying hazardous chemicals was in a head-on collision with
a motorist carrying a load of homemade explosives. Though the identity
of the motorist was unclear, intelligence reports showed a recent
increase in the amount of terrorist communication in the area.
