A power plant faces the threat of significant damage from flooding due to heavy rainfall. Significant flooding occurs once every 5 years. Such flooding will inflict $100,000 in damage to the property outside of the flood walls surrounding the power plant. There is a 20% chance the flood walls will fail. Should that happen, it will inflict $200,000 in damage to the property within the facility that lies outside the electrical generation building. Within this building, the water will cause $300,000 worth of damage whether or not the building pumps work. There is a 10% chance that the building pumps will fail. When this happens the plant must engage in shutting down the generation of electricity. There is a 60% chance of a safe shutdown, which will cost $200,000, but a 40% chance of an unsafe shutdown, which will cost $800,000. Also, when the plant shuts down safely, it takes one week to restart. When the plant shuts down unsafely, it takes one month to restart.
