In 1856 a well sought-after man was not a legal United States citizen, he would become the mayor of Omaha Nebraska without question, for over thirty years he would serve as mayor with all rights as a legal citizen. This mans son had tried to run for governor, with no record found of naturalization he did not qualify. The rights his father had been given were not inherited, later he was made a citizen under the organic and enabling acts of congress of the State of Nebraska.
