Introduction

Security is a crucial requirement to enable the well-being of multiple citizens in a nation. Homeland security in American is a safety entity that facilitates national security, especially concerning terrorism threats within the country’s borders. The department plays a major role in ensuring adequate preparedness towards possible pandemics that may face America. In so doing, homeland security designs effective strategic plans that guide its activities towards a better future. The Department of Homeland security (DHS) gives effective guidelines that should be followed to design effective State Homeland Security Strategic Plans (SHSSP). This discussion evaluates how Texas’ latest SHSSP adheres to the DHS’s regulations to detect its effectiveness.

Alignment to the Required Format

Texas is a place at risk of multiple threats from within and external contexts.Thus, the state designs the 2021-2025 strategic plan to boost its security and empower its preparedness. The plan’s format is consistent with DHS’s guidelines on the urban and state area homeland security procedures. The plan incorporates the components required by DHS regulations. A good plan should ensure the strategies, objectives, and goals align with the mission areas framework, including prevention, protection, recovery, and response (Department of Homeland Security, 2005)). The plan meets the update requirements found on page seven as it puts multiple national priorities into consideration. However, the plan does not critically depict numerous local government priorities, as stated on page seven. The Texas government does not rewrite their strategies in the previous plans to update them in the new plan. Multiple goals in the Texas plan align to the priorities.

Alignment to National Priorities

Texas 2021-2025 plan incorporates national priorities such as recovery, protection, response, and prevention. A good SHSSP should include the above factors to empower its effectiveness (Federal Emergency Management Agency, 2015). On recovery, the plan aims at empowering economic capability, cultural and natural resources, and social and health services. Protection incorporates identity verification and access control. Therefore, the plan effectively addresses cybersecurity protective measures to mitigate violations that occur on the internet. Prevention comprises information and intelligence sharing to mitigate possible threats. Therefore, homeland security intends to prevent organized criminal activity and terrorist attacks in Texas. The response involves designing a critical transportation environment and suppression and fire management. Also, this part deals with resource operations in the state’s homeland security and operational communications. Multiple goals and objectives align with the above key areas of national priorities.

Risk Consideration

Furthermore, Texas SHSSP puts risk into consideration by prioritizing on multiple terms. The hazard and threat risk assessment and identification would be utilized in assessing numerous impacts of significant natural disasters in Texas. Risk management starts with detailed risk identification and evaluation (Perry, 2021). Multiple recurring efforts at the regional, state, tribal, and local levels seek to provide a detailed understanding of homeland security risk experienced by Texas. The Texas Public Health Risk Assessment Tool (TPHRAT) would enable evidence-based evaluation in the jurisdictional context of public health resources, hazards, and residual risk.

Alignment to the Federal Guidelines

Texas 2021-2025 SHSSP is consistent with the current federal guidelines as it puts into account all the requirements by the DHS on effective Homeland security strategic plans. Thus, the SHSSP is state-of-the-art as it incorporates strategies that meet homeland security needs in contemporary society. Also, the plan is an all-hazard tool as it incorporates different threats that may face the people of Texas, ranging from cybersecurity to health hazards. Also, the plan includes coordination to ensure joints efforts to mitigate possible threats in Texas.

Conclusions and Recommendations

Conclusion

Security is an essential requirement for citizens to enable their well-being. Texas 2021 SHSSP is crucial in empowering Texas’s future security and response to multiple threats that face the state and possible future ones. The plan aligns with the DHS regulations on effective SHSSP. The report incorporates multiple national priorities like a response, recovery, prevention, and protection. However, the plan does not effectively present Texas’s previous strategies in homeland security strategic plans.

Recommendations

I recommend the Texas government put the following factors into consideration to ensure the attainment of the SHIP. The authority should allocate adequate resources required to implement the plan. The resources include adequate funds and human resources. Besides, the state should conduct a detailed analysis to detect possible challenges that may face the implementation process to solve them.
