Solid start here,. It is obvious that you’ve been able to do some preliminary research into the background and history of policies/programs centering on income levels and thresholds for adequate earnings. While the literature component of the design is certainly dense, my primary recommendations are structural in nature.

First, clarify whether the analysis of the program/policy is longitudinal (over multiple months or years) or whether the analysis is cross-section (i.e. analyzing a specific timeframe once). To this end, you’ll want to clearly indicate the specific ranges of dates. As salaries and wages are largely contingent on external factors such as inflation and employment levels, it is crucial to indicate whether the proposed analysis takes place 2020-2021 or 2019-2020; look no further than current economic conditions to see why this is essential.

Secondly, in lieu of a conclusion, consider how the analysis would be deployed in subsequent instances. For example, could you do this analysis on a year-to-year basis? Consider the limitations to the proposed analysis as well; while indicating the benefits of the analysis is important, it is equally important to outline what limitations or potential barriers exist that can be addressed in future deployments of the evaluation/analysis protocol.

Finally, keep in mind the concept of stakeholders. In other words, who would be the target audience for the information resulting from the conclusion of the preliminary analysis/evaluation? Would this program evaluation/policy analysis be helpful for state lawmakers? What about local governments?
