A primary element of providing ethical care, is respecting patients’ independence and decision-making. However, this becomes challenging when decisions impact the health of others in the community. For example, choosing not to quarantine, observe physical distancing, wear a mask, or get the vaccine. The PHN can promote quality ethical practices by providing education but it is important to acknowledge that although “Healthcare providers may have high medical experience and knowledge…patients prefer participatory decision-making. Such decision-making requires patients to have adequate information and appropriate education that must be offered by medical and healthcare team as well as healthcare organizations and providers” (Sahebi et al., 2020, p. 4). Coordinating these efforts at the system, community and individual level based on surveillance data, is one way that PHNs promote ethical care.
