Your assignment is to conduct research regarding “Federalism” and how it has played a role in the COVID-19 government response. Legitimate, and reputable internet sources are also welcomed. You need to know what you are talking about before you outline and write your paper. Thus, proper research is imperative.
In anticipation of your research you should consider the following questions as possible sub-topics for your paper:
- In general, what are the advantages and disadvantages of federalism in combating the COVID-19 pandemic?
- How does a pandemic present unique challenges to federalism as an organizing principle to solve public policy problems?
- Can the pandemic be eliminated by states only? By the federal government only? (Why?)
- What are the limits of each level in this crisis?
- How has politics played a role in the governing of this crisis?
- What are the most important issues that states, and the federal government must be concerned with? (There are many.)
In other words, the generalized and specific questions that can be raised by this crisis as it relates to federalism are endless. Once you have conducted your research on the matter and have read your sources, please construct a 6-7 page paper. You must establish a thesis statement for your essay. The thesis tells the reader what your paper and analysis aim to achieve and substantiate. The thesis statement is often found in the introductory section of your paper. However, some thesis statements are delayed and exist elsewhere as the paper is developed. Ultimately, it is up to you, the student, to decide what your thesis is, and thus, what the particular focus of your paper will be. You can take a broad approach. Or, you can take a specific approach and write only about one aspect of the crisis in relation to federalism (e.g., economic, medical equipment, testing, CDC and preparation policy etc…).
