You should review the wealth of literature on whether or not it deters and not get taken off track with issues like cost, etc. The issue is in IIB – does it lower the rate of crimes when imposed? are crime rates lower in states that have the death penalty and those that do not? countries with and without? what about jurisdictional differences? Does implementation of the death penalty versus no use of the death penalty make a difference? Based on its effectiveness, should we continue to use it? Why is deterrence so difficult to measure?
