In recent corporate bailout by congress (Covid-19 crisis), as part of the package congress barred the recipient firms like airlines from stock buybacks in future. Explain why?

Corporate stock buy backs as a way of paying dividend have come under scrutiny in past few years. It turned out major airline bought billions of dollars worth of their shares before going o the verge of bankruptcy during the COVID crisis. Here we study the issue in depth.
