Specify one recommendation for improving professional liability resolution and find two journal articles from the peer-review literature that support your recommended alternative.

- How does the procedure work as an alternative to standard civil litigation?
- In what states, and under what circumstances, has the procedure been adopted?
- Has it been effective and how has this been determined?
