What is the specific policy you’re analyzing?
What was the original intent of the policy?
What is your thesis or primary argument(s)?
2. Political and Policy Analysis (5 pages)
The opening paragraphs of your analysis section should also introduce and describe one of the public policy theories. This theory will serve as an overarching framework to help you explain the adoption of your policy. Relevant policy theories might include the Punctuated-Equilibrium framework, John Kingdon’s Policy Streams approach, Rational Choice, Elite Theory, or Pluralism. It is most relevant to your policy, and explain how their pursuit of these goals affected their behavior. Who was in support of enacting the legislation? What specific arguments did proponents of the policy make to help drive support for it? Who opposed the policy and why? What kind of action did they take to try to kill the policy proposal? Why?
3. Policy Evaluation and Policy Outcomes. (2 pages)
The final section of the paper should assess and evaluate the outcome(s) that resulted from your policy. Policy outcomes, recall, measure the substantive impact of a public policy. Here, you want to answer the following question: did the policy address the problem(s) as originally intended? What is the evidence you’re relying on to inform your assessment? Explain. In your analysis, be sure to discuss the role and behavior of bureaucratic agencies involved in its implementation. Are there examples of individuals or groups who opposed the legislation during the formulation phase that tried change the impact of the policy during implementation? If so, how and why did they do this? Be specific, providing examples.
